Intra-regional differences in investment climate: The case of the Republic of Karelia The joint research of CEMAT and the Higher School of Economics in Moscow examines how authorities representing different levels of governance (local, regional and federal) can either promote or retard the exploitation of investment opportunities in different localities of the Republic of Karelia. The research has resulted in a case study on the border town Kostomuksha, which has been successful in attracting investments. The research is continued with a comparative analysis, which illustrates how the investment potential of a locality (particularly natural resources) cannot always be exploited due to cumbersome regional and federal regulation. We conducted a survey on St. Petersburg SMEs’ views on internationalization in collaboration with Small Business Center of Aalto University School of Economics and St. Petersburg State University of Economics and Finance in spring 2010. We have finalized a qualitative study, funded by the Paulo Foundation, which analyzes the perceptions of Russian enterprises operating in Finland about the local business environment. Business Security in Russia and China The two-year (20009-2011) project, funded by the Finnish Funding Agency for Technology and Innovation (Tekes), analyzes the security risks that Finnish companies encounter in Russia and China, and ways of managing such risks. In the case of Russia, specific attention is paid to the protection from illegal takeovers.
